YouTube's ad revenue ultimately comes from Google, a US company. That single fact is why creators outside the United States end up dealing with US tax forms — even if they've never set foot there.
Why the W-8BEN exists
The W-8BEN is a form that tells the IRS (the US tax authority) that you're a non-US person, so they can apply the correct withholding rate to your earnings — often reduced under a tax treaty between the US and your country of residence, instead of the default rate.
Without a completed W-8BEN on file, US-sourced earnings can be withheld at a higher default rate before they ever reach you. Filling it out correctly is usually the difference between keeping more of your revenue and losing a chunk of it to withholding you didn't need to pay.
